Pulelehua Milestones
Maui Land & Pineapple, Inc. recognizes the need for affordable housing on Maui and is proceeding as quickly as possible to move Pulelehua from drawing boards to an actual community while meeting all environmental and governmental requirements.
- Community planning workshopsCompleteMarch 2004
Several hundred citizens of Maui and a team of planning consultants gathered March 19-26, 2004 for a dynamic series of community meetings and workshops to create a plan for Pulelehua. Having a high level of community involvement was a top priority to ensure that the plan reflects the needs and wishes of people who live and work in the area.

After the Community Planning Workshops, a conceptual master plan was drafted. The conceptual master plan served as the basis for the technical studies required for an Environmental Impact Statement (EIS).
- Environmental Impact Statement Preparation Notice (EISPN)CompleteJanuary 2005
To ensure a complete review process, ML&P prepared an Environmental Impact Statement (EIS). The preparation of the EISPN was the initial step in the EIS process and offered the first opportunity for official written comments on the project from government agencies, organizations and individuals.
- Draft Environmental Impact Statement (DEIS)CompleteMarch 2005
After receiving comments on the EISPN, a DEIS was prepared. This document disclosed the likely natural and human environmental impacts of a project. Issues relating to traffic, archaeology, affordable housing and infrastructure systems are a few of the elements addressed by the DEIS. This milestone was the second opportunity for official written comments on the project from government agencies, organizations and individuals.
- Final Environmental Impact Statement (FEIS)CompleteJuly 2005
After a 45-day review period for the DEIS, the FEIS was prepared to include responses to comments received on the DEIS. Each phase of the EIS process (EISPN, DEIS, and FEIS) was considered a public forum by the State Land Use Commission.
- State Land Use Commission (LUC) ApprovalCompleteJune 2006
Once the FEIS has been accepted, the State LUC will hold public meetings to consider the change from the State land use Agricultural District to the Urban District. At this stage, LUC approval is a necessary step in the approval process.
- County Planning Commission (PC) RecommendationCompleteJune 2006
Concurrent to the State approval process, the County approval process starts with a County PC hearing to consider the Community Plan Amendment, Change in Zoning, and Project District Phase I applications.
- County Council Land Use Committee RecommendationSpring 2008
Once the PC recommendations are received, the Council's Land Use Committee will hold meetings to review and discuss the Community Plan Amendment, Change in Zoning, and Project District Phase I applications. Conditions of approval may be formulated by the Committee as part of its recommendations to the full Council.
- County Council Approval2008
The County Council will review the Land Use Committee recommendations and will take action on the Community Plan Amendment, Change in Zoning, and Project District Phase I applications. Two separate votes are required for approval. At this stage, the Council's approval is a necessary step in the approval process.
- Design and Engineering2009
After receiving approvals from the State and the County, design and engineering will commence for Pulelehua community. This includes design of the alternative strategies for water and wastewater, commercial buildings, and homes.
- Break ground for off-site construction2009
After the design and engineering is completed, ground breaking for off-site construction will occur. Off-site construction will include building water and wastewater systems.
- Break ground on first homes2010
Once off-site construction is completed, ground breaking for the first homes will begin.
- First families move in2011
After the first homes are built, the first families will move in.
